Team License Server 3+ stores information about leased licenses differently than the older versions of Team License Server, and is unable to preserve this information during upgrade. Therefore, to avoid downtime during the upgrade, consider changing the lease period for the licenses in your old Team License Server installation from 182 days to 3–4.
Then, ask the end users to drop and re-lease the licenses once again with the new lease period. If they have licenses for the next 4 days, they will not be affected by the upgrade.
Note that starting with the June 2025 releases, all AnyLogic products will support Team License Server 3.3, which introduces a new certificate format. These newer versions will not be compatible with earlier versions of Team License Server.
